Chapter One Subject Matter of Bidding Project

一、Bidding target: Spectroscopy machine, packaging machine, the requirements of the bidding target:

1. The equipment requirements are original and brand new equipment;

2. Spectrometer model: 0805   Quantity range: 6~10 sets; Packing machine model:0805   Quantity range: 2~4 units

3. The packaging machine equipment accessories include: automatic replenishment and two color CCDs on the front and bottom

4. The total price of the bid is 2.75 million yuan

5. The bid price should include:

（1）   The main body price of the placement machine equipment;

（2）   Randomly distributed accessories;

In addition, a written list of accessories is provided. The content of the list includes: warranty period of accessories; list of easy-to-wear parts;

The purchase price; the purchase cycle of wearable parts;

Chapter II Instructions for Bidders

一、Bidding requirements

1. All qualified suppliers can participate in public bidding activities;

2. Effective bidding must meet the following points:

a)   Bid time requirements: A valid bid must be submitted to the supplier management department before the deadline specified in the published public bidding documents, and it will be deemed invalid if the bid is overdue;

b)   Bidding documents must include documents: business license, tax registration certificate, organization code certificate, agency authorization document

(If it is not a manufacturer), quality commitment or quality assurance commitment document, and quotation. The first four documents must be

Must be stamped by the supplier. Other documents that can indicate the qualifications and capabilities of the supplier shall be regarded as non-essential documents; 二、Compilation of bidding documents

1. The Chinese version of the bid documents submitted by the bidder shall prevail; the bid shall be quoted in RMB;

2. Bidding documents should be clearly written, complete in content, and must not be altered. If there is any amendment, the amendment must be signed and sealed by the bidder;

3. The bidder shall clearly write the corresponding project number, project name, full name of the supplier, tax rate, payment in the bidding documents method, contact person and telephone fax, etc.;

4. The bidding quotation should be completed in accordance with the format specified in the bidding documents, and must be signed and sealed by the bidder;

5. Any errors, omissions, preferential, or competitive quotations of the bidding suppliers shall not be used as reasons for reducing liability, reducing services, or reducing quality.

三、Commercial part of bidding documents

1. Supply method: The supplier is responsible for delivery to the warehouse designated by the supplier, and the freight is borne by the supplier;

2. Quality standards: must comply with relevant national regulations and our company's quality standards;

3. Acceptance method: There must be original products, and the acceptance shall be carried out in accordance with the technical parameters of the products in the above "Subject List";

4. Delivery time requirement: delivery 90 days after signing the contract;

5. After-sales service: After-sales service agreement or quality promise issued by the bidder;

四、Submission of tender documents

1. Sealing and submission of bid documents

1.1   The bidder shall seal and deliver the bidding documents to the bidding place before the deadline for submission of bidding documents as required by the bidding documents;

1.2   When the bidder submits the bidding documents, the code and name of the project and the full name of the bidding supplier, as well as the name and phone number of the contact person must be clearly stated on the cover page;

1.3   When bidders submit bid documents, the list of contents in the bid documents must be sealed and submitted in the following order:

1.3.1       "Project bidding quotation form"

1.3.2       Supplier after-sales service agreement or quality commitment;

1.3.3       Supplier-related information and qualification certificate list, including the following list (sequence)

1.3.3.1        business license

1.3.3.2        Organization code certificate

1.3.3.3        Tax registration certificate

1.3.3.4        Legal representative power of attorney (see the attachment below for the version of the power of attorney)

1.3.3.5        Agency qualification certificate (inspect the original, and provide the copy to Party A for retention)

五、Bid opening, bid evaluation and calibration

1. Bid opening

1.1   The bidding team will open the bids at the time and place specified in the bidding documents.

1.2   When the bid is opened, the bidding staff will invite the bid evaluation committee to check the sealing of the bid documents. After confirmation, the bidding staff will open the seal in public and announce the bidder's name, bid price, bidding documents and other main contents.

2. Bid evaluation

2.1   Bid evaluation organization: The bid evaluation work is organized by the supplier management department. The bid evaluation committee is composed of the company’s internal senior managers and external experts. The ratio of internal and external personnel is 2 to 3. The specific bid evaluation affairs are in charge of the bid evaluation committee. Perform the following duties independently:

（1）     Review whether the bidding documents meet the requirements of the bidding documents and make an evaluation;

（2）     Recommend a list of candidate suppliers for winning bids, or directly determine the winning suppliers in accordance with the provisions of the bidding documents;

3. Bid evaluation method

3.1   Under the same conditions, the bidding supplier with the lowest unit price shall be the priority standard;

4. Calibration

4.1   After comprehensive comparison and evaluation, the bid evaluation committee will select the supplier provided by the first-ranked bidder as the bid-winning supplier;

4.2   After the bid-winning supplier is determined, a bid-winning notice will be issued to the bid-winning party;

4.3   After the bid-winning notice is issued, if the bid-winning supplier refuses to sign the contract, the qualification of the bid-winning supplier will be cancelled;
